Wages Councils (Wages Regulation Order) (Statutory Minimum

Remuneration of Private Security Guard) Order 2010


The Minister of Human Resources, Y.B. Datuk Dr. S. Subramaniam, on 17th March 2010 in exercise of the powers conferred by Section 12(3) of the Wages Councils Act 1947 issued the Wages Councils (Wages Regulation Order) (Statutory Minimum Remuneration of Private Security Guard) Order 2010.


The said Order provides as follows: -


“Statutory minimum remuneration


2. (1) A full time worker employed as a security guard by a private agency licensed under section 3 of the Private Agencies Act 1971 [Act 27] for the purpose of providing security services in the area specified in column (1) of the Schedule shall be entitled to the statutory minimum remuneration specified in column (2).”


The above Order was gazetted under P.U. (A) 87 on 1st April 2010 and the Order comes into operation on 1st July 2010.  A copy of the relevant Gazette Notification is enclosed for the kind information of members.


The schedule to subparagraph 2(1) on the Statutory Minimum Rate is as follows: -

Area A – the States of Penang, Selangor, the Federal Territory of Kuala Lumpur, Federal Territory of Putrajaya and Southern Johor (Johor Bahru, Kota Tinggi, Kulaijaya and Pontian)

Area B – the States of Malacca, Negeri Sembilan, Perak, Pahang, Terengganu, Northern Johor (Kluang, Batu Pahat, Mersing, Muar, Ledang and Segamat) and Sarawak



per month


Area C – the State of Sabah and the Federal Territory of Labuan



per month


Area D – the States of Kedah, Kelantan and Perlis


per month



As members are aware, the above Order is only applicable to a security guard employed by a private agency licensed under the Private Agencies Act 1971.  As far as Auxiliary Policemen (AP) in plantations are concerned, they are normally appointed under the Police Act 1967 and, thus, the above Order is not applicable to such AP.
